The officer originally approached the teen when he smelled marijuana coming from the vehicle, and used the stun gun on him after the teen failed to do as instructed and interfered with the investigation. But witness accounts aren't the same as Runnels' and video evidence raised even more questions.

Nearly four minutes pass before another officer arrives on the scene — all the while, Masters continues to lie on the ground convulsing.
